Downtown Brooklyn residents have until Tuesday, July 3, 2012 at midnight to submit comments and questions on FCR's draft Transportation Demand Management (TDM) Plan to AtlanticYards@esd.ny.gov. The NYS Empire State Development Corporation will compile responses to questions, and post the final TDM Plan along with responses to all questions by the end of July.
The goals of the TDM are to reduce vehicular traffic to the arena and minimize the effects of the traffic that is generated by the facility (although many local elected officials and community representatives favor the more comprehensive “Neighborhood Protection Plan”
which calls for measures that include the institution of residential parking
permits, increased garbage can placement, and an early cutoff for alcohol sales).

The New York State Liquor Authority has scheduled their public hearing on the Barclays Center liquor license application for 11:00AM on Tuesday, June 12, 2012 AND 7:00PM on Wednesday, June 20, 2012

ATTENTION: BK Speaks Petition On Barclay's Alcohol Sales
Brooklyn Speaks has created a public petition directed towards New York State Governor Andrew Cuomo and State Liquor Authority Chairman Dennis Rosen to demand public accountability for Barclay's Center alcohol sales. You may review Council Member James' community board testimony on the matter here.
The petition states that Barclays’ license must be limited to serving drinks during ticketed arena events only, and must mandate an end to liquor sales after half time at an NBA game, 45 minutes before the end of an event, or at 10:00PM—whichever comes first. In comparison, Chicago's Wrigley Field is allowed to host only 30 evening events a year, liquor sales must end no later than 9:30PM, and any changes to that policy have to be approved by the Chicago City Council.

CM James Testifies at Barclay's Liquor Licensing Hearing
On April 10, 2012, Council Member Letitia James testified at a joint public hearing between Brooklyn Community Boards 2 & 6 to discuss Barclays Center's Liquor License Application. She maintained that until further information is shared concerning transportation, public safety, small business stabilization, NYPD oversight, and security plans, it would be premature to support the licensing.

Suspension is the final of three phases for neighborhoods in Community District 2.
The suspension will last in Brooklyn's Community District 2 for approximately six to eight weeks as the Department of Transportation (DOT) installs some 2,000 signs with new, reduced regulations. This is the third and final phase of the project to change signs throughout the district. (You can read about the previous phases here and here)
The second phase of the sign-replacement project is now complete, with signs in Downtown Brooklyn, DUMBO, Vinegar Hill, Fulton Ferry and Brooklyn Heights north of Joralemon Street having been replaced since July 13th. The newly posted regulations will be enforceable on Monday, September 14, giving residents two weeks to adjust to the new rules.
In the upcoming phase of the sign-replacement project, some daytime residential street cleaning parking restrictions are being reduced from twice a week to just once a week to ease parking for local residents. In other cases, only the time of day of the street-cleaning regulation will change. The new rules were established by the Department of Sanitation at the request of Community Board 2.
Street Cleaning Regulations (all parking signs marked with a broom symbol) will be suspended within the following borders from September 8th until further notice:
North: Joralemon Street (not included) from Furman Street to Boerum Place;
Fulton Street (included) from Boerum Place to Classon Avenue.
East: Classon Avenue (included) from Fulton Street to Atlantic Avenue.
South: Atlantic Avenue (not included) from Furman Street to Court Street;
Court Street (not included) from Atlantic Avenue to Wyckoff Street;

This is the second of a three-phase project to change signs throughout the district.
Parts of Brooklyn Heights south of Joralemon Street will not be included in the second phase of the suspension and will remain subject to posted parking regulations. The first phase of the sign-replacement project is now complete, with signs in the Fort Greene and Clinton Hill sections of the district having been replaced since May 18. The newly posted regulations will be enforceable on Monday, July 20, giving residents two weeks to adjust to the new rules.

ALTERNATE SIDE PARKING REGULATIONS SUSPENDED IN FORT GREENE AND CLINTON HILL STARTING MAY 18 FOR SIX TO EIGHT WEEKS AS DOT POSTS NEW, REDUCED STREET-CLEANING RESTRICTIONS
Suspension is the first of three phases for neighborhoods in Community District 2
Effective Monday, May 18, 2009, Street Cleaning/Alternate Side Parking Regulations will be temporarily suspended in the Fort Greene and Clinton Hill sections of Brooklyn's Community District 2 for approximately six to eight weeks as the Department of Transportation (DOT) installs approximately 2,000 signs with new, reduced regulations. In most cases, daytime residential street cleaning parking restrictions will be reduced from twice a week to just once a week to ease parking for local residents. On commercial corridors, some streets will now be cleaned more often and regulations will be better coordinated to help ensure some curbside parking for local shoppers. The new rules were established by the Department of Sanitation at the request of Community Board 2. Changes for the rest of the district will occur in two additional phases, which will be announced over the summer.
Street Cleaning Regulations will be suspended within the following borders from May 18 until further notice:
North: Flushing Avenue (included) from Navy Street to Classon Avenue.
East: Classon Avenue (included) from Flushing Avenue to Fulton Street.
South: Fulton Street (not included) from Classon Avenue to Flatbush Avenue.
West: Flatbush Avenue (not included) from Fulton Street to Myrtle Avenue; Myrtle Avenue (included) from Flatbush Avenue to Navy Street; Navy Street (not included) Myrtle Avenue to Flushing Avenue.

During that transition, DOT conducted a study, which found that the suspension of ASP regulations had minimal impact on traffic and parking conditions in the area.

ATTENTION: Community Boards- Block Party Protocol

We've collected the requirements and standards for block parties from the local Community Boards within the 35th Council District (2, 3, 8, 9,). See below:
CB2
* Applications must be submitted 60 days in advance
* $15 fee
* No multi-day or multi-block parties permitted
* If the application is being submitted by a block association, a formal letter from them is required. If the application is not coming from a block association, a petition is required. This ensures that the occupants of the block are aware that the party is going to be held and also provides the office with evidence of this.
* There is no limitation on how many block parties can be held.

* Applications must be submitted 60 days in advance
* $15 fee
* A notarized letter from the block association must be submitted
* There is a limit of 7 blocks parties per precinct per weekend
CB8
* Applicants must complete a steer activity form which must be approved by the 77th precinct
* If there is no block or tenants association, or the association has not held a block party in the last 5 years, a petition is needed. Otherwise, a letter from the block or tenants association will suffice
* There is a limit of 5 parties per Saturday
CB9
* Street activity permits can only be issued to a sponsor, who then takes responsibility for the conduct of the event. The sponsor must be a community based, not for profit organization, association or something similar which has an indigenous relationship to the street or community.
* The number of street activity events per day may be limited to 4
* Street activities cannot begin before 8am or end later than 7pm
* The sponsor must obtain, on the organization's letterhead, signatures from 60% of the residents on the block
* There is a $15 fee
* For a single day event, applications must be submitted to the Community Board office at least 90 days in advance
* Applications for multi-block/multi-day events must be filed no later that December 31st of the year prior to the date of the event.
* For street activities which occupy more than one block, fee equal to 30% of the total fees paid by the vendors to participate in such events shall be charged (excluding fees paid by organizations determined to constitute community based, not for profit organizations).

Residents and public officials have been advocating change for years
(Brooklyn, NY) - The New York City Department of Sanitation has proposed reducing the number of days of Alternate Side of the Street Parking in Brooklyn’s Community District 2, and Community Board 2 voted to approve the change this past Tuesday night, October 7, 2008.
This modification in street cleaning rules will result in reducing the frequency of street cleaning from two times per side of the street each week to one time per side of the street for most of the district. This past summer, a similar change was implemented in Brooklyn’s Community District 6 and has been met with widespread community approval. The expansion of this change in street cleaning rules in Community District 2 was eagerly anticipated in the affected neighborhoods, and will reduce the burden of searching for parking, from TWICE a week to ONCE a week for most residents of Community District 2. Parking rules will not change in Brooklyn Heights.
“This has been a dream of downtown Brooklyn residents for longer than I can remember, and something I have been personally advocating for my constituents,” said Council Member James. “Significant savings will be realized by the Department of Sanitation, and drivers will save time and money by cutting their search for parking from two days a week to once.”
