COUNCIL MEMBER LETITIA JAMES’ STATEMENT REGARDING DOE PROPOSAL TO CO-LOCATE COMMUNITY ROOTS CHARTER SCHOOL IN P.S. 287 BUILDING

(Brooklyn, NY)- “In December 2010, Community Roots Charter School (CRCS) was approved for a grade expansion, which will now serve middle school grade levels (grades 6-8). Shortly after, the New York City Department of Education (DOE) proposed to expand CRCS in its existing location in 13K067, which houses a community school, P.S. 67-Charles A. Dorsey and P.S. 369, a District 75 school. After much community push back, the DOE concluded that 13K067 does not offer the capacity to accommodate the expansion of CRCS. In December 2011, the DOE proposed to co-locate Community Roots’ middle school grades in the 13K287 building beginning in the 2012-2013 school year.

13K287 presently houses P.S. 287-Bailey K. Ashford, an existing community school serving kindergarten through fifth grade, and Khalil Gibran International Academy, an existing DOE school serving students in seventh and eighth grade. Khalil Gibran will be re-sited to Community School District 15 next Fall. With the potential available space due to the exodus of Khalil Gibran and the additional underutilized space in P.S. 287, the DOE has found sufficient space within the building to house Community Roots without impeding on the success and growth of P.S. 287 and CRCS. At capacity in 2014 with P.S. 287 and Community Roots Middle School co-located, the building utilization rate will be between 54-71%.

Much like the previous proposal, this plan is causing community unrest and conflict. It is no surprise to anyone that I do not waiver when I’m faced with a bureaucratic challenge or an issue that is undoubtedly wrong, However, I believe that there is sufficient room in the P.S. 287 facility for both schools to fit comfortably and continue to grow for the betterment of District 13 youth.

I stand with all the schools in my Council District and the families who fight for increased educational options for their children. I stand on the side of fairness and transparency. For that I urge parental and community involvement in the DOE significant changes in school utilization process. We need to stand together to grow high-achieving schools in our district like CRCS and P.S. 287. We are the answer to ensure the growth and sustainment of a progressive working environment for our children.”

Council Member Letitia James Comments On Collapse of Illegal Billboard In Williamsburg
Illegal Billboard Fell Onto BQE; Highlights Need For Greater Regulation

(New York, NY)— On Friday, January 13, 2012, an illegal billboard advertising the New York Lottery fell onto the Brooklyn-Queens Expressway (BQE) due to high winds. The collapsed billboard blocked the BQE after falling on a guardrail. It also struck a nearby car wash and body shop, severed a gas line, and damaged a vehicle. Fortunately no one was injured, and traffic resumed about an hour after the incident.

The billboard was mounted atop 421 Meeker Avenue, and fell around 2:20PM, with the billboard's metal supporting partially falling on the building itself. Gas at the building was shut off, and the FDNY confirmed a partial gas leak. The New York City Department of Buildings zoning rules prohibit billboard placement within 200 feet of highways, however many City highways are lined with illegal billboards.

"It is time the Buildings Department cracked down on illegal billboards," said Council Member Letitia James. "It is fortunate that no one was hurt in this incident, but it is time the City enforced this rule and held sign companies responsible. As long as advertisers make more in illegal billboard placement than they pay in fines, this will continue to pose a danger. I call upon the Department to inspect City billboards for legality and safety."

In 2009, a Federal District Court in Manhattan found that “the City’s enforcement of its zoning regulations has been inconsistent and less than vigorous...The billboard industry has taken advantage of this lax enforcement and has consistently ignored the regulations on billboard sign location.”

The Paul Robeson Theater, located at 40 Greene Avenue in Fort Greene, Brooklyn, is receiving renovation assistance from the organization “500 Men Making A Difference”. The late Dr. Josephine English (former owner of the theater) had expressed interest in renovating the recently-landmarked 147-year-old space, but needed financial assistance to do so. Council Member James seeked to provide budget funding, and assist in establishing a solid management plan. Unfortunately, Dr. English passed away in December 2011 before these matters were finalized.

Statement by Council Member Letitia James About New York City Council's Support of Living Wage Bill

(Brooklyn, NY) “As we prepare to celebrate the life of Dr. Martin Luther King Jr., I applaud Speaker Quinn for supporting The Fair Wages for New Yorkers Act, also known as the Living Wage Bill, which would standardize a living wage for employees in jobs created through tax dollar-subsidized development projects.

The bill requires future development projects that receive $1 million or more in discretionary funding from the City, to pay $10 an hour plus benefits for full-time workers, and $11.50 an hour without benefits for at least 10 years. Millions of dollars a year in taxpayer-financed subsidies are provided to private developers by the City of New York, and these employers should pay decent wages.

Dr. Martin Luther King Jr. stood with sanitation workers demanding a living wage when he was killed. The City Council now stands with the working poor of New York City in support of The Fair Wages for New Yorkers Act, as well as in honor of the moral mandate and living spirit of Dr. King.

The Living Wage Bill will go a long way to help lift families out of poverty; I thank my colleagues in the Progressive Caucus for pushing to restore progressive politics back to its core.”

As part of the City Council’s oversight of the Department of Health and Mental Hygiene (DOHMH) and in response to mounting concerns raised by city restaurateurs regarding the restaurant inspection process, the New York City Council has recently announced the launch of a comprehensive restaurant inspection survey.

City restaurant owners and operators are urged to participate in this Council effort to gather information on food safety inspections, with particular emphasis on the recently implemented letter grading system and its impact on city restaurants.

Fort Greene Man Stabbed and Killed In Farragut Houses; Suspect Remains At Large

New York, NY— On January 6, 2012, Marcquel McDuffy, 22, was stabbed in the head and chest with a pen knife following a wrestling match with a friend in Fort Greene’s Farragut Houses (NYCHA). According to the victim’s brother, Mr. McDuffy and the suspect (Keylester Williams) had no known conflict between them. Both parties were reportedly inebriated during the attack, which took place around 9:30PM.

Mr. McDuffy, who lived at 177 Sands Street, staggered out of the apartment following the attack and collapsed in a nearby stairwell. He was taken to the nearby Brooklyn Hospital Medical Center where he was pronounced deceased. Mr. Williams, reportedly an employee with Duane Reade drug stores, remains at large.

“The senseless murder of this young man is horrific,” said Council Member Letitia James. “I urge residents of Farragut Houses, Fort Greene and Vinegar Hill to work with NYPD to locate the suspect and bring him swiftly to justice.”

Mr. Duffy was a student in a music production program, and wanted to have a career in hip-hop music.

Crown Heights Woman Killed By Hit-And-Run Driver Along Eastern Parkway on Christmas Day

(New York, NY)— On Christmas morning, 38-year-old Donna Fountain lost her life after being struck down by a hit-and-run driver on Eastern Parkway near Troy Avenue. The accident occurred around 7:30AM on December 25, 2011. Ms. Fountain and her young son were on their way home following work.

The car that hit Ms. Fountain was grey. Investigators are currently reviewing traffic camera footage to uncover information about the vehicle. Witnesses have reported that the accident may have been related to illegal street-racing nearby.

Ms. Fountain was a home healthcare aid with Partners in Care, as well as the mother to an eight-year-old boy, Elijah. Officials at the scene discovered a list entitled “My Dreams” which included such personal goals as—‘find a great job, buy a house, start a sanctuary for gay and lesbian teens, marry the woman of [Ms. Fountain’s] dreams, and watch [Elijah] graduate from college’.

“To experience such a tragic loss during the Holiday season is devastating,” said Council Member Letitia James. “My heart goes out to the Fountain family and especially young Elijah. I hope the driver(s) think about the family, and comes forward to bring them some closure at this difficult time.”

In early 2011, Tri-State Transportation Campaign (a region-wide advocacy group) found Eastern Parkway to be one of the City’s most dangerous streets for pedestrians— with five fatalities reported at the time of the study. Council Member Letitia James recently requested that the NYC Department of Transportation complete a study to determine the feasibility of a slow zone along Eastern Parkway.

Elected Officials Speak Out Against Hateful Language By NYPD Officers Exposed On Facebook
Outrage Follows Police Officers Found Making Disparaging Comments Concerning West Indian American Day Parade, Community

New York, NY— Individuals affiliated with the New York City Police Department (NYPD) have been found making offensive and disrespectful comments on the social networking website Facebook regarding the West Indian American Day Parade in Central Brooklyn, an annual multiday event that unfolds over the Labor Day weekend.

In the Facebook group, entitled “No More West Indian Day Detail”, posters were found referring to parade participants as “animals”, “savages”, and “filth”, and the parade overall as a “scheduled riot”. In fact, the language was so inflammatory that some posters sent out the warning that it could be exposed to the NYPD Internal Affairs Bureau.

In early November 2011, Council Member Letitia James joined State Senator Eric Adams, Assembly Member Hakeem Jeffries, and Council Member Jumaane Williams to urge Mayor Bloomberg to appoint an independent commission to investigate corruption within the NYPD. This request followed a number of recent well-publicized scandals involving New York City police officers including ticket-fixing, evidence tampering, and drug-planting; as well as overall policies such as unlawful surveillance activity and discriminatory stop and frisk tactics.

“These comments are deeply bigoted, and suggest that these officers view their duty as some kind of war against the communities they have sworn to protect,” said Council Member Letitia James. “This attitude mars the integrity of the department and is reminiscent of a time before community policing was established as NYPD policy. When officers suggest ‘dropping a bomb’ on a community, I have to question not only their commitment to their duties, but the degree to which they value basic human life.”

“Such deeply offensive remarks don’t belong anywhere, anytime in our City,” said Comptroller John C. Liu. “The Officers who were responsible for these comments don’t represent the NYPD, but do reinforce concerns about biased policing. The NYPD needs to get the bottom of this.”

“The comments made by these police officers are disgraceful and need to be investigated immediately,” said Council Member Melissa Mark-Viverito. “I know that these views do not represent the entirety of the police force, but unfortunately, this only serves to reinforce distrust of the police among communities of color.”

“I cannot say that today's report surprises me, based on the growing avalanche of these stories coming from every corner of New York City,” said Council Member Jumaane Williams. “Yet, Mayor Bloomberg and Commissioner Kelly have maintained their deafening silence towards this issue. These comments come out in the wake of other concerning statements from NYPD officers, including a racially motivated arrest on Staten Island in April where an officer said he ‘fried another n-----’, as well as racist language captured in wiretaps during the ticket-fixing investigation in the Bronx.”

The 2011 West Indian American Day Parade saw a total of nine shooting victims, with four of those victims shot along the parade’s route. Those who lost their life include Denise Gay, 56, who was shot while sitting on a stoop with her daughter. Mayor Michael Bloomberg blamed the violence on gun-accessibility.

Home Energy Assistance Program (HEAP)

Home Energy Assistance Program (HEAP) is a federally-funded program intended for low-income households. The program may assist with household's energy bills- which includes electricity, gas, and oil bills. Even if heat and utilities are included in a renter's payments, HEAP may be able to assist. Grants vary depending on household income and type of heating.

There are two HEAP components--
-Regular component opened on November 16, 2011
-Emergency component opened on January 3, 2012

HEAP's regular component benefits households who pay heat, utilities, and cooking gas; have utilities and heat included in the rent; and reside in public housing.

HEAP's emergency component benefits households when heat service is disconnected or scheduled for disconnection; when the household is without heating fuel or has low fuel; and when heating equipment is inoperable.

NYC Parks Department Offers Grant To Non-Profits Using Green Infrastructure

The NYC Department of Parks and Recreation recently announced that up to $4M will be available for private property owners, businesses, and not-for-profit organizations that use green infrastructure to reduce or manage stormwater on private property and public sidewalks in combined sewer areas of New York City—such as building green roofs, rain gardens, rainwater harvesting, right-of-way bioswales, and similar methods.

NYC Council Approved Redevelopment of BK Navy Yard's Admiral's Row

NEW YORK CITY COUNCIL UNANIMOUSLY APPROVES PLAN FOR REDEVELOPMENT OF NAVY YARD’S ADMIRALS ROW SITE

(Brooklyn, NY) The New York City Council unanimously voted in favor of the redevelopment of the six-acre Admirals Row site at the Brooklyn Navy Yard. The property will be transferred from the federal government to the City of New York, and will then become part of Brooklyn Navy Yard.

Brooklyn Navy Yard Development Corporation, which manages the 300-acre industrial park on behalf of the City, will oversee redevelopment of the Admirals Row site, creating a 74,000-square-foot supermarket and 79,000 square-feet of additional neighborhood retail space, as well as 127,000 square-feet of industrial space. The project is expected to create 500 permanent retail and industrial jobs and hundreds of additional construction jobs.

Council Member Letitia James said: “I want to commend Andrew Kimball and the whole BNYDC and all of the community partners who worked hard on developing and approving this plan. For 20 years, the Brooklyn Navy Yard, with the support of Community Board 2 and elected officials at every level, has made it clear that redevelopment of the six-acre Admirals Row site is necessary, specifically to serve the local neighborhood, which includes 10,000 residents of Farragut, Walt Whitman, and Ingersoll Houses.”

Brooklyn Navy Yard Development Corporation has concluded its negotiations with the federal National Guard Bureau, and will issue a request for proposals for the site’s redevelopment before the end of the year. The project will break ground in 2012 following the transfer of the property from the federal government to the City, which owns the 300-acre Brooklyn Navy Yard property. The designated developer will enter into a long-term lease for the site that now houses 12 dilapidated and unused structures. The plan includes the restoration of two of the structures – Building B and the Timber Shed – which will be incorporated into the new development.

“The City Council’s approval of the public review process for the redevelopment of Admiral’s Row is great news on many levels. The project will incorporate historic preservation into a progressive sustainable site plan, which will in turn become a boost for the local economy. I’m excited to know that fresh affordable food, expanded industrial space, retail shops, and hundreds of permanent and construction jobs are soon coming to the Brooklyn Navy Yard and surrounding community. Also, the redevelopment includes the restoration of two houses, which is a huge blessing,” said Council Member James.

The development of Admirals Row will continue the expansion underway at the Brooklyn Navy Yard – its largest growth since WWII, adding more than 1.5 million square feet of new space and 2,000 new jobs.

“An important aspect of the redevelopment of Admirals Row is that it will assist residents who have much to benefit from this community resource. The Navy Yard has designed a responsible plan with an employment center on the premises. I’m delighted that the public review for the transfer of this site to New York City is complete, and the next step will begin.”

CM James Scores A+ On Urban Justice Center- Human Rights Report Card

Council Member Letitia James has scored as A+ on the 2011 Urban Justice Center- Human Rights Report Card. The report card examines Council Members' compliance with universal human rights standards- especially in regards to employment, housing, health, food, education and other economic and social rights.

Council Member Letitia James is a supporter of the Council's living wage legislation, and has spoken against Walmart coming to New York City. She was recently part of the leadership that removed a racist anti-abortion billboard in SOHO; and joined with women's advocacy organizations to hold a press conference in support of a fair trial for Nafissatou Diallo, the Guinean housekeeper who accused former IMF head Dominique Strauss-Kahn of sexual assault.

Council Member James sponsored a law that addressed the Department of Corrections reporting to the Council violent incidents involving adolescents in 2009. She has been a strong advocate for restoring childcare vouchers, and fought to avoid the closure of childcare centers Citywide. She sponsored a 35th District Food Conference last term, and continues to work towards increasing green jobs throughout the City.

Council Member James is the sponsor of legislation that would address inequality in City housing, and paid family leave. She can be seen in the Atlantic Yards documentary Battle for Brooklyn, and was a contributer to the documentary The Untold Story of Emmett Louis Till, following her introduction of a City Council resolution to reopen Till's murder case.

Volunteer-led community groups, as well as public school-based student groups, are encouraged to apply for grant funding up to $3,000 to support neighborhood improvement projects in their communities. The grants are an important resource for community groups, particularly in low income areas. Recent awards have enabled neighbors to come together to make healthy food available in their communities, transform empty lots and school lawns into community gardens, organize tenants to advocate for better housing conditions, and start school recycling programs. The deadline to apply is January 31, 2012.

Council Member Letitia James Introduces Legislation To Require City Agencies To Report Cost Overruns On Large Private Contracts

Bill Is In Response To Administration's Lack Of Oversight, Ongoing Review Of Contracts

New York, NY- On November 3, 2011, Council Member Letitia James will introduce legislation that would require City agencies to report to the Council cost overruns on large contracts. Specifically, agencies would be required to notify the Council within seven business days when it authorizes a payment to modify or extend an original contract worth more than $1M, for an additional cost of $500,000 and/or more than 10% over the original contract price.

During Council Member James’ tenure as Chair of the Contracts Committee, the committee held hearings on the outsourcing of public services to the private sector (as it affected both municipal workers throughout the City of New York, and public costs for potentially unnecessary private labor); as well as two oversight hearings on the Office of Payroll Administration’s City Time contract, a payroll system that she’d criticized as being overly costly and difficult to manage.

In September 2010, after Council Member James’ chairmanship ended, she stood with Local 375 (DC 37) to halt any further rolling-out of the Citytime project. She later commended Comptroller John Liu for ending expansion of the project due to ballooning costs and unmet deadlines, as well as his imposing hard deadlines on incomplete work. She joined numerous elected officials in speaking out against the $80M embezzlement of public funds by City Time consultants in December 2010, and praised Mayor Bloomberg for rightfully demanding $600 million from Science Applications International Corporation (contractor of Citytime) for what had become a public disaster for the administration.

In March 2011, former Deputy Mayor Stephen Goldsmith wrote an op-ed in the New York Daily News on the outsourcing of technology positions to private contractors. In the article, Mr. Goldsmith asserted that the issue was not the outsourcing itself, but rather the administration’s need to place more attention towards employing City workers to perform these IT duties. He also announced administrative efforts to increase positions for municipal workers. Council Member James commended the administration for taking these initial steps.

"It is obvious that a lack of administrative oversight of contracted companies leaves the City vulnerable," said Council Member James. "Although I support the administration developing technology that simplifies and updates necessary functions, I do not support the administration handing over blank checks to private companies for IT projects."

The Citytime contract increased from a projected $68 million at its onset to more than $738 million, the Emergency Communications Transformation Program went from an initial $380 million to $666 million, and NYCAPS has ballooned from $66 million in 2002 to $363 million as of 2011.

The NYC Department of Sanitation is registering emergency snow laborers who can be called upon to remove snow and ice citywide from bus stops, crosswalks, and from step streets in sections of the City after heavy snowfalls. The rate of pay begins at $12 per hour and increases to $18 per hour, after completing the first 40 hours, each pay week.

Interested individuals can register at any DSNY garage between the hours of 7 AM to 3 PM, Monday through Friday. The Manhattan District 12 garage is located at 301 West 215th Street between 9th Avenue & the Harlem River in Inwood. The District 10 garage is at 110 East 131st Street between Lexington & Park Avenue and the District 9 garage is at 125 East 149th Street between Bronx Gerard Avenue & Walton Avenue.

Applicants must be at least 18 years of age, be eligible to work in the United States, and be capable of performing heavy physical labor. All applicants must bring their social security card and a photo copy of it; two (2) small photos (1 1/2” square) and two (2) original documents and photo copies that prove identity and employment eligibility, such as a driver’s license; federal, state or local identification; school identification with photo, or passport, at time of registration.

According to the Empire State Development Corporation, when the Barclays Center opens in September 2012, an expected 35% of arena patrons, or as many as 5,600 cars will travel to the site for each of the projected 220 events held each year. If nothing is done before to mitigate this volume of traffic, there will be an increased risk of vehicular, pedestrian and bicycle accidents that already make Atlantic Avenue Brooklyn's most dangerous road. This barrage of traffic is also expected to cause significant delays at more than half of the intersections within a half mile of the arena. And it will result in almost 3,000 arena patrons taking curbside parking spots in Park Slope, Boerum Hill, Fort Greene, and Prospect Heights.

Among all of the impacts to neighborhood character and quality of life that will come from locating Atlantic Yards' arena within residential communities, none are of greater consequence to more residents than the traffic generated from arena events. But, there is a way to reduce the demand for our local streets. It's called "residential permit parking," or RPP, and it's been effective in other cities, like Boston and Chicago, where sports facilities are located in densely-populated areas. By limiting on-street parking during arena events to local residents, RPP will create a disincentive for arena patrons to drive, reducing congestion and making streets safer.

New York City requires authorization from the State legislature before it can implement RPP. On Wednesday, 11/2 at 10:30AM, the City Council will hear testimony on legislation authorizing the City to enact residential permit parking programs in the five boroughs.

(Brooklyn, NY)- “The Metropolitan Transportation Authority announced a plan on Monday to study the impact of removing trash bins from City subway stations. The first phase of the plan began two weeks ago when bins were removed from two subway stations.

Although I understand that it is logistically difficult to remove 40 tons of waste each day from City Subway stations, I believe this initiative is misguided and will only lead to more litter and vector in an already dirty transit system. Managing this increased litter on subway platforms will go against the stated goal of this plan to reduce the burden on the MTA’s trash removal efforts.

It is not clear to me how removing bins will lead to less trash because riders will continue to eat, read newspapers and otherwise go about their normal routines, only now they would have nowhere to properly deposit the material. I for one, am doubtful that riders will consistently carry their trash out with them.

I commend the MTA for adding additional trains to remove waste from subway platforms in a more timely fashion, and believe that is an appropriate way to address the ‘unsightliness and malodor’ in the subway system. I believe we can build on this positive step and urge the MTA to work with the City to make the subway system a cleaner, healthier environment for everyone.”

Mayor Bloomberg Kicks-Off Young Adult Literacy Program as First Component in Young Men’s Initiative

On October 11, Mayor Michael R. Bloomberg, Deputy Mayor Linda I. Gibbs and Department of Youth and Community Development Commissioner Jeanne B. Mullgrav announced the expansion of the Young Adult Literacy Program.

The program, developed and administered by DYCD, aims to improve literacy for disconnected youth who read between the fourth and eighth grade level. The Young Adult Literacy Program works to overall strengthen the safety net of services for black and Latino young men who have left high school without a diploma and may not be ready to take the GED exam. The program will receive $3 million over the next three years through the City’s Young Men’s Initiative.

The Program is now fully operational at 17 sites across all five boroughs and will serve nearly 1,000 participants this year. Sony has generously donated more than 1,500 Readers to assist with the City’s literacy effort and partnered with the public libraries to offer program participants free access to library book downloads.

Brooklyn– Council Member James urges Brooklyn parents to enroll their four-year-olds in free Universal pre-Kindergarten (UPK) classes as full-day and half-day seats remain available at 58 locations around the borough.

All New York City children who turn four years of age by December 31, 2011 are eligible for free UPK seats. Available half-day and full day UPK seats are located at public schools and community-based childcare centers contracted by the Department of Education. UPK offers flexibility in that families can enroll their children in available seats located where they live, where they work, where they go to school or wherever it is convenient for them.

“It is imperative that New York City parents utilize the UPK programs within their communities. With the many cuts to child care services, we must work together to preserve this necessary resource for families. Parents and guardians who rely on this essential service should make sure to contact 311 or the New York City Department of Education to find a center near you before the October 31st deadline. Let us continue to cultivate our communities and children one day at a time.”

Since 2002, the number of four-year-olds enrolled in UPK has increased by over 18,000, with more than 60,000 available seats this year. The City Council and the Bloomberg administration have worked collaboratively with childcare advocates to increase access to pre-kindergarten programs and to ensure their quality over the past six years. However, the majority of funding for UPK comes from state funds, and every year the City is forced to return millions of dollars to the state because UPK seats went unused.

Brooklyn Works (of the Brooklyn Workforce Initiative) is a pre-apprenticeship training program that can help individuals start their careers in construction and environmental mediation. The program is available through a partnership with the New York City District Council of Carpenters.

Brooklyn Works is a 17-week program that provides young adults with a thorough introduction to the building trades, as well as the opportunity to earn 13 combined licenses and certificates (OSHA 10 & 40-hour hazardous waste worker, CPR, scaffold, etc). Graduates of the program work as carpenters, stationary/ operating engineers, painters, etc.

There is only ONE open orientations left in order to be eligible for the October 25, 2011 class. The last orientation is on October 10, 2011 at 10AM.

On September 22, 2011, teamtish conducted outreach along with Transportation Alternatives in Fort Greene, Brooklyn. To goal was to build upon the previous "Building Bridges Bike Day", and to inform residents about the recent NYC Bike Share initiative. NYC Bike Share will comprise of 600 stations and 10,000 bikes in docking stations in Manhattan and Brooklyn, with potential expansion to other boroughs.

Council Member James is a vocal supporter of the program, and has proposed potential docking stations at the Brooklyn Flea in Fort Greene, in Grand Army Plaza, and at Medgar Evers College.

The day's outreach was focused at Lafayette Avenue and Fulton Street. The team spoke to cyclists and pedestrians of all ages about NYC Bike Share. Wallabout Historic District Approved by City Council

The New York City Department of Education today announced its annual series of fall events to help students and their families choose a high school. The Department will host its annual Citywide High School Fair at Brooklyn Technical High School (29 Fort Greene Place) this Saturday, September 24, and Sunday, September 25, from 10:00 a.m. to 3:00 p.m.

Families also can attend borough high school fairs on October 22 and 23 and workshops in October to learn more about high school options and the admissions process. Individual schools will hold open houses for interested students in the weeks following the fair.

At the Citywide High School Fair this weekend, staff and students from the City’s public high schools will provide information and answer questions about their schools. The fair also will include two workshops about the high school admissions process and two workshops on how to apply to the City’s nine specialized high schools. The Directory of the New York City Public High Schools, 2011-2012, will be available, along with the Specialized High Schools Student Handbook. Interpretation services will be available in Arabic, Bengali, Chinese, French, Haitian Creole, Korean, Russian, Spanish, and Urdu.

Eighth- and ninth-grade students applying to high school this year are strongly encouraged to attend the fair. Seventh grade students who want to start learning about their high school options also are invited.

Additionally, the Department will host five borough high school fairs on Saturday, October 22, and Sunday, October 23, from 11:00 a.m. to 3:00 p.m. These fairs will focus exclusively on schools in the boroughs where they are held. The locations for the fairs are as follows:

(Brooklyn, NY)— “The drawn out Atlantic Yards project in Prospect Heights has anguished local affordable housing advocates, and become a hardship to businesses, residents, pedestrians and drivers. Residents in the area remember when community voices first rose together against the corporate will of Bruce Ratner’s Atlantic Yards. This project from its inception has posed a series of threats to the community.

As time moves forward, the mounting distance of Ratner’s promises becomes more apparent with this project. Ratner is not delivering on the 2,250 affordable housing units he promised, and Ratner has not fulfilled his promise of 17,000 jobs for the community. Simply put, ESDC and FCRC have not delivered much to the community, and continue to do an injustice to central and downtown Brooklyn residents by disregarding their voices. Will any of the affordable housing and jobs expectations - promises that Ratner originally proposed ever come to pass?

Now, advocates for affordable housing around the Atlantic Yards site will just have to wait; this appears to be the message sent by the Empire State Development Corporation (ESDC) and Forest City Ratner Companies (FCRC) at this time. Surprisingly, they will fight a court decision made last July that ordered additional environmental review of the Atlantic Yards project (a ruling that came after two years of litigation, which protested ESDC's plans to increase the length of the projection construction from 10 years to 25 years).

In filing the appeal, the ESDC will now have no obligation to obey the court order voiding New York State Supreme Court Judge Marcy Friedman’s direction to slow down/stop construction until the state agency conducts a new phase of environmental review of the project, including a Supplemental Environmental Impact Statement (SEIS); as well as a determination on whether to approve the MGPP for Phase II of the project, which constitutes the bulk of the project.

This potentially means that FCRC is able to continue building the arena until the appeals court hears the case - which could take a year or longer. Again, the community’s wishes are simply not considered by the ESDC and FCRC, who see no problem to burden the community with 25 years of construction. FCRC and ESDC are showing once again their commitment to using corporate power to block the community.

An environmental review of the project provides checks and balances, and is a process to protect community. It is obvious that the ESDC and FCRC do not want to spend time and money on a Supplemental Environmental Impact Statement because they know other issues might come up that would need to be negotiated. Fighting the court decision ordering additional environmental review of the Atlantic Yards project is yet another stalling tactic by FCRC and ESDC that undermines the protection of the community provided by the New York State Supreme Court. Also, the community continues to wait for Governor Cuomo to follow through on his promises to reform State government, and make the Atlantic Yards project a benefit for Brooklyn.”

“Although school year 2011-2012 began one day later than projected, it is still right on time for many parents and too soon for the thousands of students entering their respective schools today.
The New York City Department of Education in conjunction with the United Federation of Teachers has created new curriculum resources for teachers to use this school year, which will profoundly influence student learning. I ask that principals, teachers, and parents continue to partner to ensure their students are align with this new curriculum and on the right track towards post-secondary education and a career they love.

I welcome new principals and teachers to the district and applaud the returning ones. Your efforts to educate our children never go unappreciated and I thank you all for your commitment to the betterment of our youth. Please continue to build parent engagement and student support. Government and some nonprofits. Some nonprofits in Brooklyn (as well as Bronx, Nassau, New York, Queens, Rockland, Suffolk, Westchester) counties can receive partial reimbursement for emergency work and the repair or replacement of facilities damaged by Hurricane Irene.
The federal assistance is for the reimbursement (up to 75%) of covered and documented expenses. You don't have to wait to begin your repairs, just keep a careful record of your outlays.

Brooklyn Woods (of the Brooklyn Workforce Initiative) helps unemployed and low-income New Yorkers start careers in skilled woodworking and cabinet making. The program includes hands-on training and lectures in woodworking and class time in safety, math and job readiness skills.

Brooklyn Woods is a free full-time 8 week training program preparing individuals for entry-level positions in woodworking and cabinetmaking.

To be eligible you must meet all of the following criteria:
-Live in New York City & be legally eligible to work in the U.S.
-Be 21 years or older
-Be able to pass an 8th grade level reading test and a 6th grade level math test
-Be physically fit and able to lift 70lbs
-Be unemployed, have a low income, or receive public assistance
